- First, your household's annual gross income, the income before you pay taxes, must be no more than the Lifeline Service income limits. If you have one or two people in your household, the income limit is no more than $20,100. If you have three people in your household, the income limit is $23,700. If you have four people in your household, the income limit is $28,400. If you have more than four people in your household, add $4,700 for each additional person to figure the income limit to qualify for Lifeline Service.
- Second, the household in which you are applying for Universal Lifeline Service is your primary residence and you do not currently have Lifeline service.
- Third, you cannot be claimed as a dependent on someone else's income tax return.
